I recently downloaded a video file from a gaming preview website. The files were in .001 form and I had all files complete and checked by a par file.

The problem I am having is, the files were named *.mpg.001, so I changed them all to *mpg.001 so winrar would see them, but now winrar doesnt open them besides doing a "preview" of them which just blurts out all sorts of encryption. Does anyone know how I can fix these files to be opened?

They more than likely were not RAR files.

The files are probably SPLIT MPG files and you
need to use a MPG JOINER type program to recreate it.

segmented rar wouldn't be .001, .002, etc, the files get named .rar, .r00, .r01, .r02, .r03, .r04...., and the first 30 or so segments would actually have the rar icon.

you might try combining those segments with cat from cygwin and see if that works...
