Why on earth would they feel GUILTY? Did they steal the ticket from the Prime Minister or something?
Considering that the proceeds fund local programs that benefit the community, Canada should be grateful that foreigners are also contributing. It only improves their revenue stream! Doesn't that Spanish lottery actively encourage foreigners to buy in?

But I suppose I forgot to take into account the Canadian inferiority complex. The real heartfelt part of the sentence was obviously:
asked if the couple felt guilty for being American

This is the US government's new plan for funding the bailout effort. Have Americans win foreign lotteries, and then pay taxes to Uncle Sam.
