I assume you're talking about the one the guy held in front of him as protection as he fired at police & bystanders, rather than gunning down a baby in cold blood like your ambigious remark could imply.
 
if i were a cop, i would imagine i would be on edge a lot more and be more likely to draw my weapon in a country where the average joe could easily buy a gun (200,000,000 guns in the US). i believe (although not sure) that the UK doesnt allow regular people to carry firearms, which means that the cops have a lot less to worry about.
