Although almost certainly not directly related to the surge, there has been a great reduction of Iraqi violence. Partly due the awakening councils of Sunni leaders and the general Sunni rejection of Al-Quida. Bottom line, the US and Iraqi government bribed the leaders of the various Iraqi insurgencies whose rise was made inevitable by way too small of an occupation force and the anarchy it thus brought.

And also, of the three major ethnic groups in Iraq, namely Kurds, Shia, and Sunnis, the Sunnis
have been the biggest loser in the American invasion, going from a position of minority dominance of the Iraqi government under Saddam, to the group that many Shia's hold decades old grudges against. And thus the general advantage of bribing former Sunni insurgents into supporting the Iraqi government with the promise they will be later be safe under the general peace.

Now the following rocks the boat as American and Iraqi forces arrests a prominent member of the Sunni awakening council.

My fear is that this may energize Sunni insurgents to resume their fight against the central government of Iraq. And if the Sunnis start it, other groups will follow.
