I've got a socket 939 3000+ that reports as idling at about 25 degrees right now. The frequency downscaling does help a lot. Before I got that enabled, it would idle around 35. It tops out at about 40 now under load. Stock cooling, no over clock.
 
28-30C idle, and mine IS OC'd. Winchesters are refrigerators.

After 20 mins load, 45C. This is all on stock cooling. Cool n Quiet is off.
