The build date on that BIOS raises a bit of concern... 2017? Could be incorrect I suppose.

Will be installing the full cover block on my reference Vega tonight; attempting to flash to a liquid bios thereafter.

Actually haven't taken a reference cooler off of a Vega card yet so I'm curious to see how the TIM has held up after countless gaming hours.

Don't do that. They changed something in 19.2.2 and later driver versions and standard Vega cards (Non LC edition) have some issues with LC BIOSes.

See this Guru3D thread about that issue - Download: AMD Radeon Adrenalin Edition 19.3.1 driver

I also have a custom water cooling loop and that setup was working flawlessly with LC BIOS flashed until I've installed 19.2.2 and later driver
To resolve that issue I simply reflash latest standard Vega 64 BIOS and it's working fine again since then.

//I reported it in this forum too - Radeon™ Software Adrenalin 2019 Edition 19.3.1

Interesting. I'm no BIOS modder so I guess I'll stick with vanilla OC. Reading up on this at OCUK it seems like a lot of people were able to OC their air cards (with aftermarket blocks) to near LC BIOS numbers anyway.

$500 is too much for any Vega64. Even the liquid cooled ones. I love Vega and all but it's over, you'd be better off with 5700XT at this point.

Indeed. There is no reason to pick up Vega64 when 5700XT exists, unless you can find it for ~350, maybe?

I've already had one for a long time, I was just referencing that they are available, I'm not looking to buy right now.

That's fine. I just think it would be a bad buy for anyone in the market for a Vega64 as an "also ran" card. @zinfamous has a pretty good grasp of what Vega64 cards - even CLC-cooled ones - are worth on the open market.
