AMD stuck in 99% GPU usage at idle

[BTRY B 529th FA BN]

60Hz screen
1920x1080 Viewsonic LED
GPU scaling is disabled

nothing going on = no video, no browser, nothing is open but my GPU usage is stuck at 99% - 5870
I've even under-clocked the memory and gpu and it still is always getting constantly stuck at 99%

it's been like this for a long time

Maybe the monitoring device on the Graphics Card(Thingy... lol) has overheated when you have OC'ed it. Or it just requires a system restart(I assume you've already tried that but hey, no harm in putting it out there)

Those are just some of my suggestions.

I am not BY FAR a Expert or even very knowledgable on the certain features, parts. I know only what I need to know to get it to work, OC it, and occasionally clean the parts carefully. You probably know more about this stuff than I do by far.
