I haven't heard anything about this, but based on that statement I would have to say no.

would sub-ghz refer to the LOWER ghz
and not the 1.4

I would assume that 'sub GHz' would mean the CPUs below one GHz

Sub GHz would imply all cpus under 1GHz.
