Does "Mechanical Sample" mean there's no silicon in there?

No, the chip has been disabled. They probably left the core out of the processor.

I heard that AMD will be manufacturing motherboards for their Opteron processors 4 and 8 way configurations.

Due to the intergrated memory controller, the Opterons will run A LOT better than Xeons in a 8 way config!! There is a lot less legancy that is lost with each additional opteron processor than there is with a Xeon processor. With a Xeon processor, each additional processor performs about 25% less than the processor before it. with the Opteron, there is a little legancy, but not that much.

Yup, the silicon is replaced with gears and other mechanical parts. A hand crank or driveshaft from a small electrical motor is then attached. This way mathematical errors can be discovered long before wasting silicon.
