I think this would be a better question for the Memory section, but I will answer part of you question anyway.

DDR2 1066 will work at 800 speeds if necessary. If you are getting more than 2 DIMMs, then it would be cheaper to just get 4 DDR2 800 DIMMs than 4 DDR2 1066 DIMMs; but the performance would be the same. If you are getting a pair of DIMMs, then the DDR2 1066 DIMMs should run at full speed.

As for the multiplier; it is different for each processor. AMD uses a frequency divider for RAM speed, so it would be a division of the CPU processor speed. Since each processor has a different frequency, the dividers are different for each processor.
 
You can always "overclock" the ram so to speak... 4 dimms will work at 1066 but it's a matter of helping the memory controller to do so.
