I made a huge jpg file 4000x4000 or something. I then zoomed way in on that jpeg with both cool and quiet enabled and disabled. I compared the times required to zoom, and without cool and quiet they were significantly better. With cool and quiet the system takes some time to decide to increase its clockspeed, this time effected my jpeg zoom times. I keep it off.
