AMD Athlon Neo 64 1.6ghz running at 800mhz?

Hello,
I have a brand new HP Pavilion dv2 laptop, and it runs at 1.6ghz when I don't run anything that needs CPU (most of you know that this is a bad problem). When I run something that demands a lot of CPU, the core speed goes down to around 800mhz, this is really frustrating when I play a game like Mirror's Edge or Half Life 2. I updated the BIOS for my laptop, turned on the PowerPlay option that the ATI Radeon had and put everything at maximum performance. Google did not help me at all. Haven't tried overclocking it (very risky), but I need to know if I have any other options.

My default voltage for the laptop's cpu is 1.00
When running a big program, it goes down to around 0.90

Sounds like overheating and throttling, i would exchange the laptop since its new.
Opening up the case to check the HSF connection to the cpu would void the warrantly.
 
Sounds like Cool n' Quiet working backwards, unless you're throttling or something. You measured CPU temps yet?

Also, 1.8v? Am I missing something here? That thing should have a default vcore of 1.1v, not 1.8v. What program are you using for voltage reporting, and are you sure it's reporting voltages accurately?

I'm currently using cpu-z, and it shows 1.00V
I misread the thing.
And the Neo processor does not have the Cool 'n Quiet system.

My CPU is around 48 - 50 degrees Celsius.
Not An overheating problem.

Okay, 1.00v makes more sense. And yeah, if it's anything like the old s754 Semprons then it won't have CnQ. 50c at idle is hot though, especially for a mobile chip like that! What temp does it reach at load? <-- yeah richie beat me to it.

Also, as Dravic said, since you have a lappie, returning the unit for repairs or for a new unit may be your best course of action.
 
At it's load, it remains the same temperature
Edit: Yes, I'm trying to overclock my laptop, not bad yet.

those numbers for voltage seem way high. I have a Wind U230 with the L335, which is the dual core equivalent of your chip, and stock it used 0.925v @ 1.6ghz and 0.8v when it idled at 800mhz. The chips are supposed to undervolt really well tho. Mine does 0.825/0.775v, which is apparently really bad for idle voltage, most people get sub 0.7v. Higher voltage means dramatically higher heat, which is the enemy of battery life, and causes CPU throttling.

I suspect that your issue is either that you are seeing heat related throttling, or that you have some sort of bios issue with the CnC that these Neos come with.
 
You've successfully confused me. Which was the idle temp and which was the load temp? Maniac seems to know your chip better than I though, so I'd listen to him.
 
The first picture is when everything is running normaly (48-50 degrees).
The second one is when I put it in power saver (30 degrees).
Third piture is when I run something that needs CPU.

Edit: Found out that my CPU is actually throtlling.
I do not know how to lower CPU voltages on a laptop, nor accesing Bios from it (When I open my laptop, they don't show what the function keys do, unlike desktops do). I do not think this is caused by heat. Maybe I should turn on power saver more and see the results.

Ah. Okay, I'd say you're having heat throttling issues then. Or at least, that'd be my guess. It would really help if you had three applications running. Something like . . .

If you had the three up simultaneously, that would be swell. But I think I understand what you are saying regardless.
 
And one more thing, I think it's the HT link's speed that is limiting the processor to 800mhz (correct me if I'm wrong). Anyone knows how I can keep it locked to 1.6ghz?
(I am not good at speaking and typing English, sorry for making you confused).

Try setting high performance mode under power settings

If you did not read my first post, it says that everything was on max performance.

This problem has nothing to do with throttling, it's actually ProBalance that caused the problem. This feature came with my laptop, it lowers the CPU speed when used at it's max, they thought that was a good idea to put that feature on dv2 laptops.
I tried some programs such as process lasso to disable it. ProBalance was meant for multi-core CPUs and not single cores. Those programs did not work.

Will OCing it help? Because one maniac said that there was too much voltage.

Nope. these things are just a legacy of the fact that AMD got really really good at making the K8 design, and using the 65nm process. They use HT 1.0 which maxes out at 800mhz. The issue is that for some reason your multiplier is dropping to 4 instead of 8 under load. This could either be due to some kind of BIOS/CnQ issue or heat throttling. Because it's not locked to 4 all the time my money's on heat.

OCing WILL NOT help if too much voltage is already causing too much heat. when you OC you cause the laptop to use more power, and output even more heat. I'd reccomend either removing probalance, or possibly seing if you can undervolt the laptop.

Do you know how to undervolt?
I cannot download any undervolting tools because I have a different processor.
