AMD 64 Problem

While building my new computer, I began to put everything on the motherboard. I booted it up and I recieved an audible message saying "System CPU Test Failed", I removed the memory and got the same message. The I removed the CPU and got a "No CPU Installed" message. I'm assuming that the motherboard is not the cause, because it detected if I removed the CPU or not, so does it sound like my CPU iisn't working and I should RMA it?
