You arent guaranteed a 200Mhz overclock. The 3700+ could very well overclock higher thatn the 4000+. Overclocking a a crap shoot. You never know how high a cpu will go until you actually overclock it.

That's just not true, you are not guaranteed anything. You could very well end up with a higher OC with the 3700+ (probably would be tough to get, but could happen).

Overclocking doesn't quite work that way..
It most likely depends on what batch that the CPU came from. If they both came from the same batch, they should overclock to about the same level.
Overclocking is about the luck of the draw.

With the 4000+, you have a 200MHz starting clock advantage and a 1X higher multi.
 
Bona Fide, why do you call everything "guaranteed." That's just plain nonsense. Here I have a 3700+ Sandy that won't go over 2.54 unless I dare to increase Vcore above 1.55V.
