AMD 64 2800+ showing 1.01ghz

This is a new system build, I'm using a Soltek SL-K8AN2E-GR mobo and an Amd 64 2800+ Newcastle, 2x512 DDR400 Ram. Sandra 2005 and CPUz is showing it's running at 1.01ghz. We changed around the CPU ratio from 4x to 10x and nothing changed. When we adjusted the CPU FSB from 200 to 202 we got 1.02ghz. The multiplier seems to be locked at 5x. Anyone have any ideas on whats going on?

Sounds like your Cool 'N Quiet is working. This undervolts and underclocks the CPU when the extra power is unneeded.
 
Thanks for the help, removed cool n' quiet and went up to 1.82ghz. I was wondering if the cool n' quiet will increase processor speed under load if needed?

It certainly will--it just downclocks it when the power's not needed so your fan can be quieter. When overclocking, it's usually recommended to turn this off, though.
 
t3433 is correct, try running some thing intensive (dnetc, folding at home, dvd shrink etc.)and then launching Sandra
