Amd 3800+ Dual core Temp. Problem.

Hello forum.
I have Hp Pavilion model (a1430n) my idle temp. in bios is 56C,today i went to one of the local pc shops and purchased a heatsink unit with a copper core arrived home installed it and still same temperature issue.
I have tried both with and without cool n quiet enabled at 56C my Cpu fan speed is 1840 rpm and my system fan speed is 1357 rpm.(System fan 90mm,Cpu Fan 80 x 80 x 25mm)
I have tried silver paste and the thermal paste that Cooler master uses.
I'm not that experienced when it comes to Temperature issues does anyone have any idea what could be wrong?
I do have the latest bios installed.
Forgive me if i don't post back till morning it's 12:41 am here.

Sounds like it is not making good contact with the CPU. Make sure it is tightly on and the retention clip is not broken/loose.

Touch the base of the heatsink. If it's just warm, then I would guess you are getting wrong temps from your software or bios.

I decided to reseat the all aluminum smaller heatsink that came with my pc and the temp.dropped to 49C the smaller fan spins faster maybe that has something to do with it.
I would think the bigger Hfs with a copper core would cool better?
I have a all copper hsf that is arriving Monday at the pc shop i go to if that doesn't work then i will have to send in my pc for to Hp for service since it's under warranty

I found out today something is wrong with my board,with or without cool and quiet enabled my fans spin the same rpm.
I disbaled cool and quiet tried a friends Thermaltake hsf but i ran it with a 4 way adapter and with cpu fan spinning faster it cooled down to 45C
Speed fan reads 32C ?
I will have to send in for service in the next few days.
