It's supposed to be neutral, with a logical conclusion. At least that's what this requirements paper says. My personal stance is for it, but not as is. It needs reform; the general ticket needs to go.

Well, you don't have to post a position on the topic there (no sane individual would), but you could just ask for people opinions and want them tear each other apart.
