I don't know if he Tomoyuki personally lost the race, i think he was honest about avoiding the animal, buuuuuuut, I think the toudou teacher knew he was gonna lose. Look at the way he closed his eyes and smiled right before the crossed the line.

The teacher wanted him to lose, and knew he would.
