Am I being scammed?

Not sure what forum to post this in

I'm selling some RAM on ebay and shipping to USA only, someone bought it, but they paid for it with a paypal account which has an address in Dublin Ireland. However they want me to ship the item to a paypal confirmed address in Texas. The ebay buyer has her address listed as this Texas address, she also has 0 feedback and it says she joined ebay in April 09 from Tokyo Japan?

Does this sound fishy? Can I protect myself completely by using signiture required if I ship it using FedEx?

On your left is for sale/ for trade forum get to know it and use it. There are some good traders that have been doing it for years. I'm relatively new to it but I have sold numerous items (motherboard, ram, CPU, nintendo ds, and lots more) on their without a hitch. I also bought alot of my current build from there.

I'm going to refund the money and cancel the transaction, will ebay refund my final value fees?

gotdamn scamming people I hate this!

I don't think they will refund the fees without proof. You should contact them with what you have.

In the future, you should change your settings so that you need positive feedback to bid. It won't solve everything but it's a start.

They will refund the fees if I request a transaction cancel and the buyer doesn't respond after 7 days. No negative feedback for either party. So let's hope scammer person just forgets about it.

I suspected it was a scam, but I wanted to get some second opinions to make sure, since getting my final value fees back is going to be a pain.

because the payment came from a non-US unverified paypal account in Ireland? and they want me to ship it to Texas? Why would they need a paypal account in Ireland if they lived in Texas? and it says the location of the buyer is in Japan and they have 0 feedback.

Reeks of scam, they will reverse the payment on me most likely, and paypal always sides with the financial institution in cases of fraud, so I would be out my RAM and the money.

Ireland + Japan + Texas

Yes you are being scammed. Stick to your plan...refund money then repost. Explain to Ebay later to get refund on posting.

In case it is not a scam, tell the buyer that you do not accept paypal for this due to the Texas/Japan/Denmark issue and to forward a check or some other payment. When you have received the check and it has cleared, then send the items. Sometimes people act in ways that look dishonest when in fact they are just new or don't know all the rules. I'm not saying this is or isn't a scam, but to be safe, play safe.
