always opening links in new windows

Where can I find the option to ALWAYS open links in a new window? I know I can right click to do it each time... but isn't there a permanent setting for this? Frustrating.
 
I think this is what you are looking for in Internet Explorer:
Click on Tools -> Internet Options -> Advanced tab.
Scroll down and uncheck the box that says "Reuse windows for launching shortcuts."

On regular Explorer, it's located in the folder options:
Click on Tools->Folder Options -> General tab.
Select the radio button for "Open each folder in its own window."
 
Thx for the help, but unchecking the box "reuse windows for launching shortcuts" doesn't do the trick. I've already tried.
 
For IE, why not <Shift> + <Click> to open links in a new window?
For Firefox, use <Ctrl> + <Click>.
