Alternative Carriers if I want to keep Verizon Iphone 4? (NYC)

I have two questions that I'd love some straight answers to 🙂

1. Can I bring my phone over to other carriers if it's a verizon cdma iphone 4 (not S)?

2. If I get a new phone, what is the best bang for buck (price/performance) carrier for NYC?
 
(1) Only Page Plus, which is a Verizon reseller. Also, that phone is ancient. Sell it.

(2) In NYC, T-Mobile is a no-brainer. Either the $30 Wal-Mart plan or the $45 T-Mobile flavor of Straight Talk. They have activated 1900 here if you want to keep with Apple.
