It isn't really Al-Qaeda style to claim responsibility for attacks the same way the other terrorist organizations like Hamas or the Tamil Tigers may. The purpose of any terrorist organization is to "strike fear" into the heart of civil society. Al-Qaeda's strategy has typically been to not claim responsibility because it leaves unanswered questions, paranoia, which adds to the "fear" factor. it could be that some other organization is claiming these attacks on behalf of Al-Qaeda. or maybe theyre just changing up their strategy.
