Allied seems to have improved its powersupply

I know Allied have produced some poor quality powersupply in the past. However, this powersupply has pretty good specs and there 39 people wrote good comments about it on Newegg.com. Since this powersupply only costs $39 + $6 shipped, it would be a good powersupply for a cheap system.

Only time will tell...the specs might be inflated, the user comments might not reflect everything.
 
I would hope a properly-built 400W unit could power more than
***AMD APPROVED good to 2100+ ***
since a 400W unit is what Asus calls for on their A7M266-D dualie board. If I had the $33 to spend I'd consider the Sparkle Power FSP300, which has the same rail amperages, but is less expensive and has a better reputation. Sparkle Power calls it a 300W unit.
