All websites seem to be visually slower

Lately many websites I have gone to tend to be visually slower, meaning when I scroll, for example, it scrolls very "choppy" as if i were getting bad FPS. It is very wierd, as MANY websites do this. I have tried it on many other computers and I do not get this same "choppy" feel when I look on websites. I have the latest 4.12 drivers, before I installed them I cleaned them out the 4.11's with driver cleaner 3. But the problem has being happening since 4.11 aswell. All apps and games seem perfectly fine, but this is a really wierd bug that I dont understand. Is my video card the problem, or do you think it is something else?
 
that's really strange..... that usually only happens before the video drivers gets installed.. do you have mouse drivers installed like Logitech Mouseware? I think there is a "smooth scrolling" option, but I could be wrong...

If you key down on the keyboard a bunch of times quickly, is it choppy?
