All Users Start Menu Items

I'm having a problem with user's roaming profiles. The problem is this:

When a user is logging in the only contents of their start menu is what's in their user profile. The contents of the Start Menu and Desktop from the All Users profile are not getting added to the user's.

There are 4 other machines just like this one (Citrix environment) and they all belong to a domain. All the computers are in the same OU in Active directory and they WORK FINE (So, it's not a Domain policy problem).

I've even deleted the All Users directory and let Windows Re-create it and it still doesn't work.

I'm hoping someone else has had this problem and has an idea of what's going on!!

is the all users folder on the local machines or the profile share? I think it should be on the profile share, but am having a tough time remembering offhand.
