All in one Windows update file?

Okay there have been numberous post on how to you save windows "updates", is there a update file that will
update all of win98 (much like NT SP6 ...which includes all of SP1-5). There are literally too many to DL
if you have a mix enviroment. (eg win98 w/ ie ver 4-6). I know IE has a package.
