A foreign flagged ship can return to the same departure port under the Jones act, but not to another port. The Jones Act is great for cargo in containers because we must protect the US shipping industry, but it is lame when it is applied to passenger vessels. A US flagged cruise line does not exist. We are protecting something that doesn't exist. Exempting passengers from the Jones Act would open many US ports to the financial gains that turism brings, and revitalize run down port areas.
Otherwise, this seems like a good deal. I'm gonna tell my parent of this deal.
