Albright Backs Foreigners for Presidency

Constitutional Amendments shouldn't be created when the focus is on a specific person. If they introduced this legislation and said in it that it would become effective in 15-20 years, well then that's a different case.

Their shouldn't be a straight up Arnold Amendment.
 
That's one way to see it. You could also see it in a better light: than an individual raises an issue that would otherwise never come up...
