The FBI alerted law enforcement agencies last month that an al-Qaeda terrorist now in detention had talked of masterminding a plot to set a series of devastating forest fires around the western United States.

all of them. The wind and dry air cause flames with ashes to get picked up in the air, and land in other dry grassy regions. Another fire starts. C'mon now this happens every year, unless you've been locked up in a cave, you should know how fires spread.
