It's absolutely true that he didn't invent the internet. But it is also true that, while in Congress, he did indeed take quite a bit of initiative in sponsoring or supporting legislation that aided in the creation of the internet to its current modern form. The most important of these, IMO, were NFSnet and the High-Performance Computing Act of 1991.
