Akasa Silver Mountain 2 running hot, please help

This is my first post here, so bear with me. Anyway I have a Gigabyte GA-7VRXP motherboard with an Athlon 1600+. I bought the akasa silver mountain 2 heatsink/fan package to cool it. The fan is running at around 7000rpm, which is loud as hell, but it doesn't seem to be cooling the cpu down much. The cpu temps range from about 55-61 celcius. I've been told that this temperature is way too high. Do I have a bad heatsink/fan? Does anyone have any advice they could give me?

Well first of all this is not the best heat sink. Check out hardocp if you need proof.

Maybe you botched the thermal paste job? Also what is your room temp and case temp. Those make a difference on your cpu temp. With that heatsink and that fan your cpu should be about 20 deg C above your case temp. That is just a rough estimate though.
