AIW Hardware Mpeg Encode assist ?

Does any one know what ATI actually means by "Hardware mpeg encode assist" ? Else where I read that ATI has an all Software Mpeg Encoder and uses Ligos GoMotion encoders. Does ATI MMC really use any of the hardware ? If so, is there any software or SDK that can take advantage of it other than ATI's own Media center ?
