Air in truck tires

Would a truck ride rougher if there is too much air in the tires? I'm driving a '06 Dodge 2500 cummins diesel and it is rough as hell. I checked the tires because one was really low and two of them had 60 psi and it says only 31.9 psi. I'm guessing the mechanics put that much in when I had the oil changed last time.
 
I don't know about the newer ones, but changing air pressure doesn't change much in a truck. It's a truck, not a caddy.
