Air conditioning question

Would it be cheaper to leave the A/C on all day at a set temp (78F) or would it be cheaper to turn it on demand when it gets too warm, say 90F, and cool it to 78F?
 
i think its cheapest to run it on demand. programmable thermostats are nice, you can pretty much turn it off all day and have it cool down just before you come back

Well it is a two story condo, heat rises upstairs and stays there unless the AC is on. Nice and warm in winter, heater never comes on, rather, I don't even know if it works.
