Did the fan in your power supply stop or is it clogged with dust? Or any other fan in your case?

1 80mm intake ,,, 2 80mm exhaust, 1 pci slot exhaust.

The pci slot fan is about 20-30cfm (not quite sure), the 2 exhaust are about 30CFM, and the intake is temperature controlled (i try to get the temp control to the hottest place so it'll spin faster.

i'm no scientist, but i have been told that it is best to keep intake=outtake in general. otherwise your combined 3 outtake fans are idly spinning when you have one little fan pulling in cool air from the outside.

btw 38C is no shame, cpus work waaaay past that, cooler only means bragging rights.

38C is my case temp.. not my CPU temp. My CPU temp is 45C idle.

It all good and well within safe limits and I wouldn't worry about it one bit. Maybe your room is really hot or something, and ambient case can never be lower than ambient room with traditional forced air cooling.

If you've got one of those standard PCI exhausts with the slotted PCI backplate, that thing pulls only about 9-10CFM.
