AGP card causing windows to reboot on loading

I have an FIC 503+ motherbard. Right now I am running a PCI graphics card and it work fine. I have tried both a voodoo3 and voodoo 4500 AGP cards, but when I install the drivers, the machine will reboot while windows is loading. I assume that it is loading the drivers for the video card at that point when the PC kicks off and reboots. The machine will boot fine in safe mode with the voodoo cards.

I tend to think it is the power supply. Its a 230 watt PS and being that it is my daughters computer it just has the basic components. I've also noticed that one of the fan headers will not turn power a fan. It almost seems like a portion of the board is not receiving proper voltages. Does this sound like a motherboard malfuntion or a power supply problem? I am putting in a new 250W power supply this evening to see if this alleviates the problem.

Anyone else have this problem with a FIC 503+ mobo?

can you remove extra hardware with the AGP video installed? Floppy, CDrom, Fans, Sound?
