So yesterday I got a letter from HoA, again on non-compliance. This time is the discolor on the stone around the exterior of the house.

The front and sides of the exterior of the house are mainly stone, so there are black stains after being expose to sun and rain.

I could get those commercial grade stone cleanser from Home Depot. However, they are like $15 per gallon and that would need a lot to clean all of the exterior stones. I am trying to find an easy solution since I am away on business and won't be back until the end of next month, and HoA wants it done by end of next week.

I saw videos of people saying it can be done by applying baking soda paste and then rinse off with water. Has anyone tried that method. Wife said if its something easy she can do it herself.

*At least they cleared the non-compliance on fence.
 
That could be it. Since the stones were near the ground, i suspected they were mold/algae/mildew.

What was weird was that the area were obstructed by shrubs, so the HoA inspector had to walk up close and take those pictures after pushing the shrub away from the house.

No wonder everyone hates HoA...

A lot of folks hate them, but very few want to be involved enough to make them better. At the HOA meetings here the largest turnout we've ever had for a meeting was 5% of the owners.
 
Baking soda would salt the ground I think. Not good if you ever want to grow anything. If a simple pressure washer doesn't work, maybe try a bleach solution in a sprayer. Douse it down, wait ~30 minutes, rinse it off.

I still don't get people that claim to love liberty live in HOA controlled houses. May as well love in a condo.

All depends on the CC&R's. Some HOA's are only in place to take care of community areas or pools. Others have standards for land scaping, exterior paint colors, fencing, and other things visible from the street. The trick is to read the CC&R's before you buy in. It seems a lot of people don't bother to read them and are surprised when they discover that painting their house purple isn't allowed.
The HOA I'm in has so far been chill, and the only real problem is the investor groups that own a few of the homes refuse pay their dues, so the HOA has to lien the property and may not see that money for years.

Previous management company was better, as they didn't go out of their ways to find issue. But we changed to a cheaper one this year and boy, now everyone is talking about HoA now. Too bad the contract is for five years, expecting lots of 'inspections' in the coming months.

Also I have a question. I might go and rent a power washer from Home Depot. However, i recall the two times i have tested the water pressure of the house, it was at 42psi each time I tested from the spigots. Is 42psi too low for a power washer?

It's GPM, not pressure that matters. That said, any hose bib will be able to supply enough water for a home pressure washer.

Like others posted, could be mould/mildew. I agree use chlorine. Fill a deck sprayer up with house hold bleach, sodium hypochlorite, and spray the stone. Take care not to spray any plants.
