As for 30KBps, if it's a 256Kbps DSL, that's pretty damn good. It's about a sixth of what my cable connection gets, but if that's all you could afford or all the provider could give you...
Of course, for a true test of your download speeds you should find a huge test file on your providers FTP server and download it. This way you eliminate as many factors as possible, including latency and sluggishness beyond your providers network. So you end up testing essentially the maximum throughput you can ever expect. Of course you should test at various times of the day.
