After a fresh install of windows XP, getting Access Denied for

I have to change permissions of each folder and file manually for each one so that I can access it, but there are a lot of files. I don't want to continue this process. Do you think if I create a linux boot-cd, I will be able to copy the files in the Documents and Settings folder to my other hd?

Take Ownership of the whole thing at the C:\Documents and Settings\username level. If it's WinXP, one way to get at the Security / Ownership stuff is to reboot in Safe Mode. If it's XP Home Edition then that's the only GUI method that I know of.
 
You would right-click the folder, choose Properties, then go to the Security tab and click the Advanced button, and a new panel would open up like shown in this picture.

Now you would put a checkmark in the box for Replace owner on subcontainers and objects and give ownership to an account from your new Windows installation, and let it rip 🙂
