Affordable Upgrade

I just bought an 8800 GTS, and I still get crappy performance on Oblivion. I'm positive that my CPU is bottlenecking my system, because I messed around with a couple of different resolutions and I was getting virtually the exact same FPS.

I currently only have a AMD Athlon Venice 3200+. The problem, I think, is that a run a lot of mods. Specifically, a lot of mods that run in the background (basically scripts that would have little to no affect on my video card).

So what do you think would be a good processor that would help give me a good boost in performance? I don't really want to spend a lot, because I'm going to be getting a Core 2 Duo system this summer. As a result, I'd need something for my socket 939 motherboard that I currently have.

How much of an improvement do you think I'd see if I just went to something like a 4000+? That's a pretty affordable upgrade... Or maybe it would be non-existant?

Lemme hear some suggestions! I also ran Oblivion without all the scripts running and it was much more stable, frame rate-wise, so again... my processor is the culprit. And as always, thanks.
