advice needed with sharing internet connection

Ok a friend of mine just purchased wireless router and nic for desktop and wireless card for notebook. I just spent an hour on the phone as tech support. The notebook is running xp and the desktop is running 98se. The desktop has a modem and that is what he wants to share. He is able to share a folder on 98 and can see it on the xp machine. This told me connection is good. He had already ran the ICS wizard and when he tried to run it on the xp machine he got an error saying no connection detected or something like that.

What I am thinking is I need to get him to run something different that the microsoft internet connection sharing. What should I have him use?

Do you think that ICS is the problem or something else?

One other thing he couldn't browse his shared folder until he installed ipx/spx so there is some tcp/ip setting that isn't right. Right?

The network is up and file sharing is working I need to get internet connection working. I remember when I was running 98 and dial up I used a proggie called vsocks instead of ICS. I can't seem to find that program anymore can you reccomend something else.
