Adobe Acrobat Security/Encryption utils?

I've been combing through google for some time now and was hoping to get a few product suggestions.

So far, the best item I've found is called FileOpen WebPublisher which goes above and beyond the standard security offered by Acrobat...But I'd like to know what else might be out there (as WebPublisher seems to be a rather dated piece of software, last update was around Aug. 2001)

Checked there, nothing on the subject.

And I know such things should go there, but it seems the Software Forum gets about 1/100th the traffic Off-Topic does and I'm hoping for some ideas as fast as possible.
 
We're looking for strict control over security...Control over viewing, saving, printing, editing and such.

Yes, Acrobat has some of these things standard but we want more options and robustness to it. Plus we're looking to offer the file over the net, so the FileOpen WebPublisher looks like it might be about the only available option out there.
