Adjusting fan speed on aftermarket cooler?

I just got this Palit 4850 which has an aftermarket cooler, but it's louder than I thought it'd be. However, it runs rather cool (60C under full load) so I figure I should be able to turn down fan speed a little and still be at a comfortable temperature.

The problem with that is, fan speed shows up at 6% in CCC's Overdrive tab, and the slider for adjusting fan speed starts at 20%. I know the 6% value can't be right, so I'm afraid to change the speed using software. Could I cause damage by setting the fan speed via a program (especially when it doesn't seem to be reading the speed properly), or is it safe to experiment?

That two wire fan lead means there are no software adjustments possible. The fan can't even be controlled by a good bios tweak. It will run at the same RPM all the time. Sorry..

It's controllable from the CCC in 8.10 betas, unless as steelsix says, it is a non-reference cooler with un-adjustable fans. Worth a shot to try, IMO.
