Adjusting/calibrating power supply

Is it necessary to adjust/calibrate a new power supply to insure it is putting out proper voltage (e.g. 5 volts true, 12 volts true)?

If so, can I do this before hooking up the PS to everything else? Or is it necessary to run the PS under a load for a time before "dialing it in?"
