Adjusting bass in volume.

My settings in windows don't allow me to adjust the bass in my volume, are there any programs that can kinda manipulate a super-bass effect? Or is there anything I can just do in general to be able to adjust the bass settings on the computer outside of having to buy a sound card?
 
If you just want to adjust the bass in music (MP3s), you can use WinAMP which has a built-in software equalizer.

If you are looking to adjust system-wide bass, (affecting all applications, including games, etc.) then you're better off buying a new sound card which will use hardware-assisted equalization.

Some sound cards don't allow you to manually adjust the bass/treble settings in the volume control panel. You'll have to use a software equalizer.
