Address Book fails to load in Outlook Express

Whenever I try to make a new email or reply to an email I keep getting a message that says "The Address Book failed to load. Outlook Express is incorrectly configured, please reinstall. How do I reinstall Outlook Express? I'm not even sure how to uninstall it.
