Wouldn't there be some way of using an image replacement technique with CSS to do this? Or am I thinking crazy. Like do it on a local end, say with Firebird. Much like that great usercontent.css file that is out there that makes the ads go away.

Someone who is more html, css, etc. savvy help me out here. Couldn't you, at the local end, make the browser replace any instance of :cookie; with the .gif file that someone else has posted.

Just thinking out loud here...

No, :cookie; is just plain text, and CSS doesn't manipulate plain text in the document. But you could use something like privoxy to do it.
