Adding Heatsinks and Fan to cool memory for Geforce 2 MX Card.............

Would adding the above help in OC'ing the memory. I thought I read in the Anandtech article that heat isn't the main issue when OC'ing the memory, it's the quality of the memory itself which is the limiting factor. Can anyone elaborate?
