Adding a foreign language option w/o windows cd.

My mother's computer was purchased used without the Windows 2000 OS CD-ROM. Here is the problem. My mother will like to start to read the Korean on the Korean websites. I tried to install the language pack however Windows prompted me for a CD-ROM that I did not possess. Is there anyway to bypass this? A software or batch of files I can download? Thank you for your advice and help.
