AD Users & Computers: MMC could not create the snap-in

When I try to run Active Directory Users & Computers I get an error saying "mmc could not create the snap-in".

I am using Windows 7 and have installed

Have tried re-install as well and .Net seems to be v3.5.

Are you trying to install this on a PC separate from your domain controller?

Did you enable the new features after installing?

I tried enabling every feature I could find and this is on a separate PC from the server, yes.
